The Department of Physical Plant Services of Oklahoma State University, as personnel and scheduling will permit, shall provide essential professional architectural and engineering assistance to the institutions under the Board to promote the best interests of the institutions involved. Should architectural and engineering services assistance be requested by an institution, the fees for such work shall be negotiated between the institution and the Director of Physical Plant Services, Oklahoma State University. Such fee shall include direct labor charge, applicable fringe benefits, and related travel expenses with any disagreement concerning the reasonableness of the amount thereof to be mutually resolved with the assistance of the Executive Secretary of the Board.
